Issue tilting from the hips

I find that when I’m rowing, if I try to lean forward from the hips, as my legs bend, it feels as though my leg bones are blocking my pelvis so it can’t tilt forward, which means my back bends. It doesn’t feel like a flexibility issue, since I don’t feel any stretch. Any thoughts on why this might be?
